GSA/OIG SA Scott Mumper Saves Woman On Mother's Day

On March 24, 2011, the Sacramento Fire District Office awarded the Life Saving Commendation Certificates to FLEOA member Special Agent (SA) Scott Mumper and his wife Gina, a Registered Nurse, for saving a woman's life on May 9, 2010.

On Mother’s Day 2010, SA Mumper and his wife Gina were having dinner at the Outback Steakhouse, Sacramento, CA, when they heard a commotion. SA Mumper responded to a cry for help from another patron whose grandmother had stopped breathing and had an obstructed airway. SA Mumper performed the standing Heimlich maneuver and was unsuccessful so he transitioned to the floor. Gina Mumper declared that the woman was not breathing and had turned ashen in color which confirmed she was not breathing and had no pulse. SA Mumper successfully dislodged the obstruction from the woman’s throat and CPR was immediate initiated. During CPR, the woman awoke, her skin color returned and she asked SA Mumper what had happened. SA Mumper said, “[he] smiled and said welcome back, Happy Mother's Day!” The Ambulance crew arrived shortly thereafter and transported her to the hospital where she made a full recovery.
